Caitlin Burke analyzed this debate in her paper .  Says Burke, “Cruise lines have been circumventing U.S. statutes and regulations since … the 1920s.  …the nations whose open registries have become the most popular… tend to be those who possess the most lax labor, safety and environmental codes.”
